You can pre-load the game on Steam starting now (its download size checks in around 70 GB) however, unless you're interested in purchasing the Founder's Pack between now and then, you will need wait for the game to be completely unlocked before you'll be able to launch it.
As for the release time well it's complicated. Ideally, the free-to-play version Lost Ark will be available for download on February 11. Lost Ark will launch via Steam on February 11 at the following dates:
The reason why I'm saying "ideally" with regard to the launch date of Lost Ark's free-to-play game is that we already saw players struggle to get into Lost Ark in time for the exact date of its Early Access debut.
